India-EU Trade Agreement: A Readiness Plan for Indian Exporters Before It Takes Effect in 2027

The India-EU trade agreement was concluded in principle in January 2026, is expected to be signed in December 2026, and should take effect around February or March 2027. When it does, roughly 93 percent of Indian exports to the EU by value become duty-free, either at once or in stages. That is a real opening, and it will be wasted by most exporters because they will start preparing after it takes effect, not before. This is the readiness plan for the next five months.

What actually changes, and what does not

Tariffs change. Standards do not. Today an Indian exporter of, say, frozen shrimp, garments, leather goods, engineering components or processed foods pays EU duties that typically sit between 4 and 20 percent depending on the product. Under the agreement most of those go to zero, some immediately, others over a schedule of up to seven years. Textiles, leather, gems and jewellery, marine products, chemicals, engineering goods and most processed foods are on the fast list. A few sensitive lines stay excluded or quota-bound, and rice, sugar and dairy are the ones to check carefully.

What does not change is everything that has stopped Indian exporters at the EU border for years: pesticide residue limits, aflatoxin limits, REACH chemical rules, CE marking, the deforestation regulation for coffee, cocoa, rubber, wood and soy, and the carbon border adjustment for steel, aluminium, cement and fertiliser. A zero tariff on a consignment that is rejected at Rotterdam is worth nothing. Compliance is the readiness plan; the tariff cut is the reward for it.

Month 1, October: pick the product and the country

The EU is 27 markets with one customs border, not one market. Germany, the Netherlands, France, Italy, Spain and Belgium take the bulk of Indian goods, and the Netherlands and Belgium are mostly ports feeding the rest. Choose one product and one or two countries where the current duty is high and the demand is proven. Look up your HS code in the EU TARIC database, note today's duty, and note what the agreement schedule says it will become. The size of that gap is the size of your price advantage against Vietnam, Bangladesh, Turkey or China from March 2027.

Month 2, November: get the compliance file built

This is the month most people skip. For food: a residue test from an NABL-accredited lab against EU limits for your exact product, not a generic report; an FSSAI licence with export endorsement; for spices and nuts, an aflatoxin and ethylene oxide test, because those two have caused more Indian rejections in Europe than anything else. For textiles and leather: an azo dye and restricted substances test to REACH, and if you sell to German retail, a social compliance audit. For engineering and electrical goods: CE technical file, EMC and LVD testing. For coffee, cocoa, rubber, wood and soy: geolocation data for the plots of origin, because from 2026 EU importers must prove no deforestation after December 2020. Get all of this into one folder. Buyers in month four will ask for it in the first email.

Month 3, December: fix the packaging and the paperwork

EU labelling for food means the language of the destination country, an EU-address importer line, allergen highlighting, nutrition table in the EU format, lot code and best-before in the day-month-year order. Packaging waste rules now require recyclability marking in several countries. For non-food, the label needs the EU responsible person. None of this is hard; all of it is skipped by first-time exporters and then discovered at the port. December is also the month to register for a Registered Exporter number and to understand rules of origin under the agreement. Zero duty applies only if your product qualifies as Indian origin under the agreed rules, and for many processed goods that means a minimum share of Indian value or a specific change in tariff heading. If your raw material is imported, check this before you quote a duty-free price.

Month 4, January: start talking to buyers

European importers plan their supplier changes in the first quarter. If you write to them in April with a duty-free price, their shelf for the year is already committed. Write in January. The message is simple: here is our product, here is the EU-tested compliance file, here is the landed price today and here is what it becomes when the agreement takes effect. Attach the lab report, not a brochure. Target importers and distributors, not retail chains, for a first order. Fifty well-researched importers with a real compliance file will outperform five thousand cold emails without one.

Month 5, February: samples, price and the first order

Ship samples in final packaging with the label already in the buyer's language. Quote in euros, delivered to their port or warehouse, with the duty shown separately so they can see the saving when the agreement lands. Offer a small first order at the pre-agreement price with a written step-down once duties fall. That gives the buyer a reason to start now and a reason to stay. Biofach in February and SIAL or Gulfood later are useful meeting points, but only if the January emails have already gone out.

Who should not bother

If your product cannot pass an EU residue or chemical test today, the agreement does not help you; fix the product first. If you sell commodity rice, sugar or dairy, read the exclusion list before spending money. If you have no working capital for a 60 to 90 day payment cycle, Europe is not the first market. The agreement rewards exporters who are already compliant and disciplined. It does not create them.
